Bússola Tech, the Organization of American States, the U.S. House of Representatives and the American Governance Institute, have the honour of convening the sixth edition of the LegisTech Forum, from September 22nd to 25th, 2026, in Washington, D.C. With activities taking place at the U.S. House of Representatives and the Organization of American States, the Forum will bring together senior parliamentary authorities, secretaries general, clerks, parliamentary counsels, legislative administrators, technology leaders and specialists from a diverse range of jurisdictions. The meeting is intended to provide an international dialogue on the digital transformation of parliaments and on the evolving role of technology in supporting legislative institutions.

The sixth edition will consider parliamentary modernisation as a broad institutional endeavour, extending beyond the introduction of individual technologies to encompass the structures, rules, information, capabilities and governance arrangements that allow innovation to become part of parliamentary practice. The programme will address artificial intelligence in parliamentary services, digital transformation strategies, parliamentary data standards, cybersecurity, institutional change management, the financial sustainability of modernisation initiatives, and the development of digital services capable of strengthening legislative effectiveness and public engagement.

Particular emphasis will be placed on the experience of parliaments that are designing, implementing and refining modernisation initiatives in practice. Through presentations, interviews and moderated discussions, participants will examine different approaches to digital legislative processes, artificial intelligence integration, information and knowledge management, interoperability, institutional memory, cybersecurity, public access to parliamentary information and the governance of emerging technologies. The programme will also provide space for a candid examination of implementation challenges, institutional adaptation, lessons learned and the course corrections that are often necessary for modernisation efforts to produce durable results.

The programme will combine plenary discussions, thematic sessions and opportunities for direct institutional engagement, creating an environment in which participants can share experience, identify common principles and develop new avenues for international parliamentary cooperation.

The Forum seeks to contribute to a more informed and connected approach to parliamentary modernisation, one in which technological innovation remains firmly aligned with institutional responsibility, procedural integrity and the constitutional role of legislatures. By fostering sustained dialogue among parliamentary institutions, the conference aims to support the development of parliaments that are more resilient, capable, accessible and prepared to respond responsibly to continued technological change.

Participation in the LegisTech Forum is reserved for invited parliamentary delegations. Registration for in person participation is not available to the general public.
